You see them on every corner, very convient, for both locals and tourists.
Rates have to be negotiated, but common MotorBike taxi’s not overcharge, and say direct the ‘going’ rate for a certian distance.
Always negotiate the rate before starting a trip. A good reference rate is 10 Baht per KM. (they start with 20 Baht)
Metered Taxi’s like in Bangkok finally arrived in Pattaya 2 years ago (2010). The concepts is the same as in Bangkok, but unfortunatly you will not find any taxi willing to drive on the meter.
You have to negotiate a rate, probably learn by mistake about ‘going’ rates.
In the end prices are almost like a private chartered songthaew. Most Taxis wait in front of the bigger shopping malls like ‘The Avenue’ and Central festival.
If you stay out of town, it is adviced to ask some of the taxi’s for a namecard. So they can pick you up from your home at an agreed rate.

Central Festival to Jomtien Beach 250-350 Baht (15 km drive)

The Songthaews in Pattaya are used with fixed prices (10 Baht a person per ride) and fixed direction. They will always follow a certian path. If you want to go to different locations, you first have to ask the driver and negotiate a fare for a private charter.
Common Fixed Route examples are.
Jomtien Beach Road – Thappraya Rd. – Crossing walking Street – Pattaya Second Rd – Roundabout North Pattaya – Turn to Beach Road – Beach Road – Crossing Walking Street – Thappraya Rd. – Jomtien Beach Rd.

Motorbikes (small Honda Click type of bike)
per day: 150-250 Baht & per month 2500-3500 Baht
Cars (Sedan style Honda City or Toyota Vios)
Per day: 900-1200 Baht & Per month 17.000-22.000 Baht.
Mini Vans (Toyota Hi-Ace, Commuter style for 4-10 persons)
per day: 2500 Baht & per Month 35.000 Baht.
Some companies also can supply a driver with the car, a driver will cost you roughly 1000-1500 Baht per day extra.
Airport Pickups
Most companies charge around 1500 Baht for a luxury Sedan & 2500 Baht for a Mini Van.
